Checking to make sure it latched via the check connection option under FFXIV plugin. Re-installed. Re-downloaded FFXIV plugin. Confirmed log file locations. Tried turning on and off network parsing neither seemed to make a difference. White listed in firewall. Turned off firewall. I also always run ACT as admin.

The text was updated successfully ... Check to make sure it's allowing act and FFXIV to do its thing. Apparently changes in 6.35 have the parser plugin acting inconsistently if its not launched by the time you hit the character select screen. Closing the client, opening ACT, and then opening the client has solved this for me. Very useful reddit post, should update the answer for easier viewing!
